Gratz Borough Announces New Program

Gratz Borough is pleased to announce the launch of the CORE Program (Community Ordinance & Regulation Enforcement), a new initiative designed to improve property maintenance, enhance neighborhood appearance, and support the overall quality of life for residents.

The CORE Program authorizes designated Borough employees or officials to serve as Deputy Code Enforcement Officers, giving them the ability to issue a notice of violation for common ordinance violations observed form public right of ways or while responding to resident complaints. This system strengthens the Borough’s ability to address everyday issues in a timely and consistent manner.

The CORE Program focuses specifically on minor ordinance violations, such as:

  • High grass or weeds
  • Junk, rubbish, or debris on properties
  • Abandoned or inoperable vehicles
  • Animal and pet-related issues
  • Minor property maintenance concerns
  • Simple outdoor storage issues

These are the types of problems that most commonly affect community appearance and can be easily identified in public areas.

  1. A Borough employee or official observes an issue or a resident submits a complaint.
  2. A CORE Deputy evaluates whether the issue falls under the program’s authority.
  3. A notice of violation is issued, giving the property owner instructions and time to correct the violation.
  4. A follow-up check ensures compliance.
  5. If the issue remains unresolved, the case is referred to the Code Enforcement Officer or appointed Borough Council Members for further review.

The CORE Program operates within the existing complaint process and does not involve active patrols or intrusive inspections.

More complex matters, including building permits, zoning issues, structural safety concerns, and legal enforcement remain under the authority of the Borough’s Code Enforcement Officer and Borough Council.
