What is the CORE Program?
The CORE Program helps ensure common property-maintenance concerns are handled quickly and consistently. Trained Borough employees or officials may issue notices when they encounter minor ordinance violations or respond to resident complaints. CORE operates within the Borough’s existing enforcement process and does not involve active patrols or intrusive inspections.

CORE focuses on straightforward property and ordinance concerns that can often be corrected through clear notice and cooperation. Some examples are, but not limited to:
The process
A clear path to compliance
Most concerns are resolved after the property owner receives notice and has reasonable time to correct the issue.
A concern is identified
A Borough employee, Borough official, or resident complaint brings the concern forward.
The concern is reviewed
A CORE Deputy or official determines whether the issue falls within CORE authority.
Notice is provided
The property owner receives corrective instructions and a deadline.
A follow-up is completed
The Borough checks whether the concern has been corrected.
Unresolved issues are referred
Matters that remain unresolved go to the Code Enforcement Officer or appointed Borough official.
CORE is not punitive
The program is not intended to punish residents. Its goal is to work with property owners, provide clear guidance, and allow reasonable time for voluntary compliance.
What CORE does not handle
CORE does not handle building or zoning permits, major structural issues, complex technical violations, or cases requiring legal enforcement. Those matters remain with the Code Enforcement Officer and Borough Council.
How to report
Have a concern?
Residents may report a concern online, by email, or by phone. Complaints are kept anonymous. The online form is the fastest way to provide the Borough with the details needed to review an issue.
